Client Context
A provincial sector organization representing a network of Children’s Treatment Centres across Ontario sought to strengthen the evidence base supporting workforce planning and sector advocacy. Member organizations deliver rehabilitation and developmental services to children and youth with disabilities and require highly specialized clinical and professional staff.

Challenge
Organizations across the sector were facing increasing workforce pressures, including recruitment challenges for specialized clinical professionals, retention concerns, and growing competition for talent across the broader health and social services system. Sector leaders required reliable data to support workforce planning and policy discussions with government.

HRA’s Role
HR Associates delivered a three-part workforce intelligence initiative to provide a comprehensive picture of workforce conditions across the sector.

Compensation and Benefits Benchmarking
HR Associates conducted a compensation survey, collecting data on over sixty executive, management, clinical, and support roles to provide sector benchmarking on compensation and benefits practices.

Sector Workforce Survey
HR Associates designed and administered a sector-wide workforce survey examining recruitment, retention, vacancies, time-to-fill, workforce demographics, succession planning, and staffing pressures.

Workforce Supply and Environmental Scan
To complement the survey findings, HR Associates conducted a workforce supply scan examining the talent pipeline for key regulated health professions critical to the sector.

Impact
Together, the three deliverables provided sector leaders with a clear evidence base on workforce conditions to support organizational planning.
